About the Lithuanian Constitution exam
The exam on the fundamentals of the Constitution of the Republic of Lithuania (Lietuvos Respublikos Konstitucijos pagrindų egzaminas) is required from foreigners applying for a permanent residence permit in Lithuania and from applicants for Lithuanian citizenship by naturalisation. It is organised by the National Agency for Education (Nacionalinė švietimo agentūra) and is taken in Lithuanian in electronic form.
The test consists of 20 questions with three answer options each, selected at random from a programme that covers the whole Constitution: the state, human rights and freedoms, society and the economy, the Seimas, the President, the Government, the Constitutional Court and courts, local self-government, state finances, foreign policy and national defence, and the procedure for amending the Constitution. You have 60 minutes; the exam is passed with 14 or more correct answers.
Konstitucijos testas reproduces this format. The practice mode lets you go through the programme section by section, the exam mode simulates the real test, and the built-in text of the Constitution lets you check any article without leaving the app. Because every question is shown in Lithuanian with a translation, the app also helps you get used to the legal vocabulary of the real exam.
Frequently asked questions
Who has to take the Lithuanian Constitution exam?
Foreign nationals applying for a permanent residence permit in Lithuania and people applying for Lithuanian citizenship through naturalisation. Some groups are exempt on grounds of age or health: for citizenship the law names persons aged 65 and over, persons with a 0–55 % working capacity level, pensioners with a severe or moderate level of special needs and persons with severe chronic mental disorders. Check your own case with the Migration Department.
Are these the official exam questions?
No. The official questions are not published. Our 350+ questions are written from the official programme of the exam and the text of the Constitution, and they cover the same topics in the same format (three answer options). They are a preparation tool, not official materials.
In which language is the real exam?
In Lithuanian. That is why every question in the app is shown in Lithuanian first, with the translation underneath — you learn the wording you will see on the day.
How many questions do I need to pass?
14 correct answers out of 20 within 60 minutes.
Does the app work without internet?
Yes. Questions, explanations and the text of the Constitution are built into the app.
Do I need an account?
No. There is no registration. Progress is stored on your phone and backed up by iCloud on iOS or Google backup on Android, so it survives reinstalling the app.
Which languages does the app support?
The interface is in English or Russian. Questions, answers, explanations and the Constitution are always shown in Lithuanian together with the translation.
Is the app connected to Lithuanian state institutions?
No. Konstitucijos testas is an independent study tool and is not affiliated with the Migration Department, the National Agency for Education or any other institution. Results in the app do not replace the official certificate.
